Scope

Surface preparation and coatings of interior and exterior of a 80’ diameter x 44’ tall jet fuel tank and associated exterior piping, in accordance with UFGS 09 97 13.27 (Exterior Coating of Steel Structures) and UFGS 09 97 13.15 (Low VOC Polysulfide Interior Coating of Welded Steel Petroleum Fuel Tanks). In addition, Champion completed crack repairs in the concrete ringwall foundation, concrete apron, and a full chime replacement.

Champion deployed a fifteen-man crew 1,036 miles from our Southeast region office in Fort Lauderdale, FL to NAS Pax. The crew arrived onsite on April 7, 2020 and finished on July 17, 2020. The tank was fully contained and dehumidified, crucial to comply with the specification and ensure protection of nearby wetlands and Patuxent River.

Full interior and exterior scaffolding was erected by Champion’s own certified team. Non-metallic coal slag abrasive was used by our blast team to achieve the requisite surface preparation standards in a timely and efficient manner.

Two contrasting colored coats of ITW Polyspec Thiokol FNEC 2515 Flexible Novolac Epoxy were applied to interior surfaces using a plural component spray system by our SSPC certified applicators. In order to comply with recent changes to acceptable VOC limitations on coatings by the State of Maryland, Champion worked with Pond, NAVFAC, and Sherwin Williams and received variance approvals for the exterior system to use SW Macropoxy 646 as the intermediate coat and SW HS Polyurethane 250 for the finish coat.

The crew’s resilience and dedication were tested when Tropical Storm Arthur’s winds tore down a portion of the exterior containment, but our Champions repaired the damage rapidly, with no effect on the project schedule. Concurrently, the entire job was executed in accordance with Federal, State, County and Department of Defense protocols to prevent the transmission and spread of the COVID-19 virus, with no incidents.

Champion is proud to be a part of this project, and was included in Pond’s observation: “…the field team did not experience a single safety mishap or client safety deficiency observation. During the final walk-through, the base safety complemented the team and commented the project was completed with no NOI’s, “not even a band aid used.”
